Prime Minister ABE Shinzo said “the comfort woman system” had several good points from the viewpoint of preventing the rape in combat zone. The following case clearly exemplifies how “the comfort woman system” was effective for preventing infection of venereal disease.  I introduce the book of Theodore Harold White(1915-1985).  The book’s title is “In search of Histroy”.  He is an American who stayed in China as embedded journalist from 1939 to 1945 at Japan-Sino War. He wrote in “In Search of Histroy” as following,

I began by asking Chennault, off the record, where and how his great feud with Stilwell had begun. “That whorehouse of mine,” he said obliquely. His first breach with Stilwell—over a whorehouse! Chennault’s early strategy in 1942 rested on a strike force of fewer than 80 planes. But sometimes as many as half his planes might be grounded by accidents of casual copulation—ground and air crews both being hospitalized for infections acquired in Kunming’s famous Slit Alley. Venereal disease reduced Chennault’s combat effectiveness as if his planes had been bombed on the ground. Intolerable. Thus, since he could not pen up his young Americans in stockades, he must recognize their appetites, yet protect their health to keep his planes flying. Therefore Chennault had sent a U.S. Air Corps plane, with a medical crew aboard, over the Hump to India, where 12 nondiseased Indian prostitutes had been inspected, medically cleared and recruited for the service of the China Air Task Force; and had flown them back in an American plane to our forward strike base, where the air and ground crews might dally with them and not be infected.

1942年、中国の蒋介石を支援するべくインドから中国の重慶に向かって武器弾薬や物資の空輸作戦（80機）を指揮した米軍のシェンノート少将は、パイロットの半分が昆明の売春宿で性病を患ったため、作戦を中止せざるを得なくなった。そこで病気を持たないインドの慰安婦 12人を前線基地に連行し、性病の蔓延を防いだというのである。

1942年のシェンノートの戦略は、８０機にも満たぬ攻撃力にかかっていた。あとから考えれば何と取るに足りぬ戦略であっただろう！しかも時にはその半数ほどが、無頓着な性交という事故で飛び立てなかったのである。昆明の有名な売春宿でもらった性病のおかげで、地上員や乗組員が入院させられた。シェンノートの飛行機が地上で爆撃されたかのように、性病は戦闘能力をそいだ。これは堪えがたいことだった。かといって若い兵士を営倉に囲っておくわけにもいかぬから、彼らの性欲を高め、なおかつ飛行機も飛ばせられるよう、健康を管理してやらねばならない。そこでシェンノートはアメリカ空軍機に医療員を乗せて「こぶ（ハンプ）」（ヒマラヤ山脈の山脚）の彼方のインドまで飛ばした。そして病気のかかっていない１２人のインド人売春婦を検査、医学的に処理して中国空軍特別部隊用に雇わせ、一同を引き連れて前線の攻撃基地に戻らせた。地上員も乗組員も彼女らと遊べる上に病気も移らないというわけだ。

まあ、なんともお笑いですね。マイク・ホンダ議員には心からの反省と謝罪を要求し、全米の小学校で上記の記述を歴史の教科書に記載するようお願いしたいものです。

ABE DENIED EX-COMFORT WOMEN’S TESTIMONIES

Prime Minister ABE Shinzo said there is no need for Japan to make a fresh apology for forcing women from other parts of Asia into sexual servitude for the Japanese military during the war, even if the U.S. Congress passes a resolution calling on him to do so.

“We will not apologize because of a resolution,” Abe told the House of Councilors Budget Committee, referring to the draft resolution on the table at the U.S. House Foreign Affairs Committee.　”The draft resolution is not based on objective facts nor does it reflect the Japanese government’s responses so far,” he said.

Abe reiterated he will stand by the government’s 1993 statement acknowledging and apologizing for the forced recruitment (*in wide sense) of what Japan euphemistically referred to as “comfort women” in Korean Peninsula and China. He was responding to a question from a Democratic Party of Japan lawmaker. Abe made the remarks after drawing a strong protest from South Korea by saying last week there is no evidence to back claims that the Japanese military used coercion to force the women into frontline brothels.

Tokyo, in the 1993 statement issued by then Chief Cabinet Secretary KONO Yohei , acknowledged the Imperial Japanese Army was involved in forcing(*in a wide sense) women in Asia into sexual servitude for its soldiers at frontline brothels.

*”forcing” in a wide sense:  for example, though the person didn’t want to be a prostitute,  she had no choice but to be a prostitute because of family circumstances.  There is not evidence to prove that military police men visited each house and kidnapped women against their intentions. However,  KONO Yohei’s statement acknowledged that Japanese military had something to do with recruitments. 
Testimony is not evidence. Testimony is always required its credibility.  Testimony is always required its proof.  There is no evidence to prove that Japanese military forced prostitution on ex-comfort women at all.   There is not even testimony that someone saw they were kidnapped by someone.　Their testimonies have often been changed.  Their testimonies are not consistency.  Who can trust their testimoies?  There are many evidences to prove that ex-comfort women applied for the job by their intentions.

証言と証拠は違う。証言は常にその信憑性が問われる。証言には裏づけが必要とされる。その証言がたびたびコロコロと変わり、一貫性がない。また、その証言そのものが当時の状況と合致していないのであれば、その証言はまったく信憑性がないことになる。つまり、その証言は嘘になるのだ。日本軍が彼女らに売春を強制したとする証拠はない。彼女らが自らの意思で望んで慰安婦という仕事に応募した証拠がいくらでもある。私が思うには、元慰安婦たちは「激しい怒り」の感情を日本政府にぶつけているが、その証言が嘘であるならば、彼女らの行為は、日本という国、そして日本人そのものを侮辱している行為であり、むしろ日本人自身が彼女らに対して嫌悪と怒りの感情を抱くのが当然だと思う。
